The Integrated Risk Management and Prevention Information System will consist of two operational pillars:
1. The National Crisis Management and Prevention System, with funding from the European Regional Development Fund and the European Investment Bank (ERDF, EIB),
2. The National Early Warning System, with funding from the European Investment Bank (EIB).
The main objective pursued with the implementation of the Operation is the development of a system that will allow Civil Protection officials to make optimal decisions, organize all available resources and manage all incidents, having access to high quality and accurate information and data. This Operation, through the appropriate interoperability mechanisms, will collect data from all the individual systems and infrastructures of the Hellenic National Disaster Management Authority. In this way, the system is expected to “combine” different types and forms of collaborative infrastructures with a direct impact on the way in which institutions make decisions in real time on issues of prevention, preparedness and crisis management. The Operation also includes the implementation of the institutionalized and discrete National Risk and Threat Database (NRTD), which will include all the identified risks and threats that trigger the disaster cycle, and will be responsible for the coordination of all involved bodies and the available risk and incident management systems. In the EBD, all central and local government bodies will register/provide information, programmatically and in reporting terms, on the operations they are implementing and related to the prevention and reduction of the impacts of natural disasters. The EBD will also incorporate a separate system for the management and supervision of critical infrastructures. This system will reflect the infrastructures, their level of protection, potential threats and risks, while at the same time there will be an interconnection of the individual operations centers and technological systems they have with the Civil Protection operations center.
This Act concerns part of the first pillar of the Integrated Crisis and Disaster Management Information System and includes the supply of modern software systems, as well as the provision of a series of development services for appropriate subsystems (interoperability, decision-making support, etc.) related to the optimal productive operation of the offered systems relating to the first operational pillar “National Crisis Management and Prevention System”.
